What was the tire size and make of the tires that came on a 1970 Chevelle SS396?

The factory original tire size was F70-14 bias ply, but brand is not specified in general. Brand may be noted on the build sheet, if that is still with the car. This BF Goodrich T/A in the 215/70R14 is the radial equivalent size.

Will this work on a 6" wide for a 68 mercury cougar?

Yes, this tire will fit a 6" wide wheel. See "Specifications" for recommended rim width as well as all other relevant dimensions.
