Yes, GR70-15 is actually the correct, original factory tire size.

What would the stock redlines be on a 67 fairlane

The OE, factory size on a 1967 Fairlane is 775-14, which is equivalent to FR70-14 in this line of tires.

What is the new tire size for a GR70-15 in the P metric size?

The GR70-15 translates to a 215/75R15. A 225/70R15 is also an appropriate replacement.
