The 775-15 size is not available as a radial, but the equivalent, FR70-15 radial size is available here.

My brother in law recently purchased a 1967 corvette and it needs a new set of red line tires. We are looking at the Goodridge Silvertown 775-15 red lines. My question is are these Radial or bias ply tires. Thanks

Radials tent to have a smoother ride and handle more predictably than bias ply tires, but may be harder to steer on vehicles without power steering.
